The Decide DeKalb Development Authority has approved over $6 million in tax allocation district (TAD) funding for two projects aimed at boosting food access and housing options in the county.

$3.8 million of the funds has been awarded to Candler Crossing, a grocery-anchored development located at the southeast corner of Candler Road and Glenwood Road.

The $28.9 million project, headed by Venture South Investments, will feature a 50,325-square-foot grocery store, 11,200-square-foot retail building, green space, walking trail, as well as transit upgrades.

Construction on Candler Crossing is expected to begin in spring 2026 with initial occupancy by October 2027. Developers estimate the project will create more than 100 construction jobs and 183 permanent employment positions.

Decide DeKalb also approved $2.3 million in support of Cottages at Midway, an 18-unit, mixed-income homeownership community situated off Columbia Drive in Decatur.

Developed by the MicroLife Institute and Housing Development Corporation of DeKalb, the $6.8 million project will feature homes averaging 1,035 square feet, with 12 reserved for “missing middle” buyers earning up to 80% and 120% of area median income.

Cottages at Midway’s construction is scheduled to begin in early 2026, with home sales slated later that year.

“Together, these projects will address critical needs, from access to fresh groceries to attainable housing, while creating jobs, improving infrastructure and demonstrating how public investment can unlock private capital to revitalize our neighborhoods.”
