A groundbreaking ceremony was held Dec. 8 for a new senior affordable housing apartment complex on the site of the long-delayed redevelopment of the Boisfeuillet Jones Atlanta Civic Center site.

The revamp of the Civic Center site in Old Fourth Ward has been nearly a decade in the making, but city officials said Tuesday’s groundbreaking is just the beginning of a $1 billion mixed-use development

The $60-million six-story apartment building will include 148 affordable one-bedroom apartments for senior low-income residents. The development – a partnership between Atlanta Housing, The Michaels Organization, Sophy Capital and Republic Properties – is expected to open in 2027.

The 19-acre Civic Center property will eventually contain 1,500 mixed-income apartments, retail. offices, a hotel, and a supermarket, according to a report from the Atlanta Journal-Constitution.

On Dec. 3, Mayor Andre Dickens joined city leaders and partners to mark the opening of the city’s third Rapid Housing Initiative project, The Waterworks Village, in Berkeley Park.

Transforming an underutilized Atlanta Watershed property off Northside Drive, the development features two multi-story modular buildings with approximately 100 studio units (250 square feet each) and four office spaces.

Pennrose and Mercy Care recently broke ground on McAuley Station Phase II, the next step in a new mixed-use, mixed-income property being constructed in Atlanta.

Located in the neighborhood of Sweet Auburn, McAuley Station’s second phase will create 97 affordable apartments (95 one-bedrooms and two studio apartments) for adults 55-and-older.

This newest development builds off the project’s initial phase, which added 170 mixed-income family apartments and various amenities.

According to a release, the aim of McAuley Station is to assist seniors (particularly those living on fixed incomes) amidst rising housing and healthcare costs.

86 of the apartments in Phase II will be reserved for residents earning up to 60% of the area median income, with 19 units capped at 50% AMI for deeper affordability. Additionally, eleven units will be unrestricted with “respect to income,” according to a press release.

Located steps from Mercy Care (Atlanta’s only federally qualified health center dedicated to serving unhoused individuals), the development will give residents direct access to healthcare services, in addition to being located in close proximity to transit and the Martin Luther King Jr. Recreation and Aquatic Center.

Pennrose — a company that specializes in developing and operating mixed-income, mixed-use spaces — will oversee McAuley Station’s newest plans.

“McAuley’s affordable, amenity-rich apartments, adjacent to vital healthcare resources, stand as a testament to what public-private partnerships can accomplish for the local community,” said Will Eckstein, regional vice president at Pennrose. “We’re proud to work alongside Mercy Care and the City of Atlanta in advancing a transformative development designed to help older adults remain connected, healthy and independent.”

The master plan for McAuley Station began in 2022 with a 36,000 square-foot expansion of Mercy Care’s clinic space and resource center, enabling the nonprofit to serve 3,000 more patients per year, said a release.

“At Mercy Care, we’ve learned that when housing and healthcare are integrated, lives change,” said Kathryn Lawler, chief executive officer of Saint Joseph’s Mercy Care. “This development reflects our belief that compassion is not just a moral imperative, it’s a strategy that works.”

Completion of McAuley Station’s second phase is expected in April 2027.

The Rockefeller Group and Turner Construction celebrated the topping out of 1072 West Peachtree, the 60-story mixed-use tower reshaping the Midtown Atlanta skyline.

The Nov. 7 ceremony celebrated the contributions of the construction crew by raising the final beam, signed by members of the construction crew, to the pinnacle of the tower. Officials said 1,796 unique craft laborers, 315 of whom were members of the Turner crew, representing more than 21 countries, worked over 800,000 hours on the project.

“Today is not a day to celebrate the people wearing suits, but for all of you who have actually made this happen, from busting rods to swinging tons of concrete, window walls, fuel, and equipment,” John Petricola, the Senior Managing Direction of the Southeast Region at Rockefeller Group, said. “This day is about all of you doers who have physically created something great and have left a mark on this great city, an achievement for which all of you can be proud.”

“It’s a really special group of people building a unique and special addition that’s reshaping the Midtown skyline,” Dan Cassidy, Senior Project Manager at Turner Construction, said.  

Upon its completion in spring 2026, the development will be the tallest tower built in Atlanta in more than three decades and will include 224,00 square feet of boutique office space, ground-floor retail space, and 357 luxury apartment units.

There will also be an acre of indoor and outdoor amenities like a resort-style athletic club with strength and cardio training areas, full-service locker rooms, private spa treatment rooms, sauna rooms, frost lockers, an indoor Pilates studio, a private training studio, and a Pickleball court overlooking Midtown.

Atlanta Mayor Andre Dickens joined state Rep. Inga Willis, former state Sen. Jason Esteves, and members of the Atlanta Board of Education this week to urge residents to approve a homestead tax exemption benefiting seniors on the Nov. 4 ballot.

The proposal, known as Act 358, would exempt homeowners aged 65 and older from paying property taxes toward Atlanta Public Schools, offering financial relief amid rising living costs.

At a Tuesday news conference, Willis said the measure was designed to ease anxiety for residents and provide meaningful support for older Atlantans.

“We know that things are tough, we know that things are hard,” Willis said. “But for our seniors, who should be in the most comfortable and comforted moment in their lives, I believe that this is a step in the right direction. We are asking you to help us give our seniors relief.”

The exemption would allow qualifying seniors to claim $50,000 less in assessed value on their homesteads, saving them up to $1,000 annually in property taxes, according to city officials.

Esteves, who authored the original version of the legislation before leaving the state Senate to run for governor, said the measure would help prevent seniors from being driven into financial hardship. “Atlanta is an example of how we can stand up and support our seniors,” he said.

The mayor called the exemption a way to give back to residents who built Atlanta and now live on fixed incomes. “It would be unconscionable for them to lose what they’ve worked for,” Dickens said. “Atlanta voters recognize how important this is, and I’m confident they will join us in standing with our seniors.”

Tax relief fund goes citywide

 The City of Atlanta, in partnership with Invest Atlanta, also recently announced the expansion of its Anti-Displacement Tax Relief Program (ADTRP) citywide, following a successful 2024 pilot program.

Launched as a strategic response to rising housing costs, the program accepted 105 people last year and saved legacy residents $41,405 in property tax increases in 2024 alone. This represents a commitment of over $2.1 million in tax increases to be paid over the 20-year period, according to a press release from Invest Atlanta.

Backed by a $10 million commitment from private resources, including the Centennial Yards Affordable Housing Trust Fund, the program provides tax relief for eligible homeowners by covering any increase in property taxes above a base-year amount for up to 20 years, provided the homeowner continues to qualify.

“Since most of the seniors in our program are on a fixed income, even a small increase in their 2025 property tax bill from appreciation can make it very difficult for them to make ends meet,” Invest Atlanta CEO Dr. Eloisa Klementich said in a statement. “I am proud to report that by expanding Anti-Displacement Tax Relief citywide, we added 330 new residents to the program and have covered more than $30,000 in taxes this year to keep our legacy residents in their homes.

Skyline Apartments, a new 250-unit apartment building developed by Exact Capital, has opened on the Southside Beltline trail in Peoplestown.

Located at 1090 Hank Aaron Drive, units at Skyline are priced for residents with incomes at or below 60% of the area median income. There are also ground-floor retail spaces available. 

 “Skyline Apartments is a transformative development that delivers long-term community growth and stability for residents of one of Atlanta’s most dynamic neighborhoods,” Craig Livingston, Managing Partner of Exact Capital, said in a statement.

The project, a joint venture between Exact Capital and Aleem Construction, broke ground in 2022. 

Supported by Invest Atlanta, Goldman Sachs, Stonehenge, LISC, and Walker & Dunlop, “Skyline Apartments reflects a shared commitment to creating attainable housing for Atlantans at a time when affordability matters most,” Livingston said. “Skyline was a labor of love. It represents our commitment to building communities that provide housing security and uplift families.” 

  “Skyline expands affordability along the Beltline, bringing high-quality housing to Peoplestown – a neighborhood that embodies the history and character of Atlanta.” Asahi Pompey, Chair of the Urban Investment Group at Goldman Sachs Alternatives, said in a statement. “This investment is more than attainable homes; it’s increased access to jobs, reliable transit, and opportunity, laying a foundation for lasting stability in the vibrant city of Atlanta,” she added. 

The Urban Investment Group (UIG) at Goldman Sachs Alternatives provided financing for the project, consisting of a construction loan and federal low-income housing tax credit equity.

 Skyline features studio, one-bedroom, and two-bedroom apartments with amenities like a state-of-the-art healthcare center, fitness facility, community room, meeting spaces, dog wash station, secure gated entry, and covered parking.
